Checks for minimum curl library version VERSION. If successful executes
ACTION-IF-SUCCESS otherwise ACTION-IF-FAILURE.

Defines CURL_LIBS and CURL_CFLAGS.

A simple example:

This macro is a rearranged version of AC_LIB_CURL from Akos Maroy.
